The goal: to have a manual workflow for documentation publishing.
Unfortunately, it can't be easily tested until it is merged to a default branch, therefore it might not work. However it isn't a problem, because it isn't a precondition for any other PRs.
If it doesn't work then I will correct it in further PRs.
