[WIP] chore: less buildjet

⚠️ WIP, but can't be in draft, don't review yet.

Summary of changes

Changes introduced in this pull request:

• use the new, publicly available GH ARM runner instead of buildjet (should save some costs)
• use GH runner in snapshot parity checks - it's run only on main, so we don't need it to run fast.
