Add mod.conf, try to initialize a missing language setting from the LANG environment variable.

mod.conf is okay.
However I'm skeptical about the LANG part. As far as I know the engine always has a language set, with "en" being the default. So in the first step that code will never be relevant, and even if it is then it would just add more complexity to it than necessary - instead of just a fallback to "EN".

Regarding LANG handling, I implemented it because I noticed differences between the language chosen by intllib ([1]) and the language chosen by vortoj. It turned out that the server did in fact not have the "language" setting set. So, there are cases where it's relevant, and apart from that I think it makes sense to have both mods use the same language for consistency.
