Build user management page view for Super Admins

Description:

Build a user management page view for Super Admins. Note that Super Admins and Admins have different views of the user management table (see linked designs below). There is a separate ticket for the Admin view. (QUE-130)

Build a simple interface for Super Admin(s) to manage user roles, that matches the designs here. The Super Admin should be able to change the Permissions for a given user from the drop down. In the eng sync on 1/10/25, we decided that instead of removing users, Super Admins could change the role to `Deactivated`, which would prevent users from accessing anything within the QC.

Notes:

• In the eng sync on 1/10/25, we decided that the User groups column would be out of scope for this initial implementation.

Acceptance Criteria:

• The user management page matches the designs linked above
• Super Admins can modify user roles from within the table
