Deletes old extra copy of GET invite-by-nonce route that was left in and got uncommented by accident, and updates tests for that route to ensure we are returning whether and email is required.
Also adds a comment above the invite related routes about the data storage on invite outlined in the Privacy Policy so that we know in the future that the policy needs to be updated if the code is changed.
