Currently factory reset action is ignored if
PERSISTENT_DATA_BLOCK_SERVICE isn't presented on device. Make sure that we can execute regular factory reset without it by utilizing the logic from shouldWipePersistentDataBlock.

Test: manual verify on aosp build
