Update support policy to match Node's support lifecycle (#27424)

### Describe the problem that is addressed by this PR

To better align with the Node ecosystem and encourage customers to
migrate to actively maintained runtimes, performing a small tweak to our
`SUPPORT.md` file to signal our adoption of Node's support lifecycle.

We will still make reasonable efforts to avoid causing unnecessary churn
for customers.

The Azure SDK libraries for JavaScript will not be guaranteed to work on Node.js versions that have reached their end of life. Dropping support for such Node.js versions may be done without increasing the major version of the Azure SDK libraries.
