Remove Track 1 pipelines and supporting code (#21534)

To clean up old, insecure dependencies, this removes our old autorest generation code for track 1. I created a tag that predates this change in case we have to branch and hotfix: https://github.com/Azure/azure-sdk-for-js/releases/tag/track1-servicing
