Downgrade Microsoft.Azure.WebJobs.Extensions.DurableTask from v2.13.5 to v2.13.4. v2.13. 5 hasn't been released and thus the official build CI couldn't pass. We need to update this version back to v2.13.5 again once v2.13.5 finishes released since managed identity at external durable client is only supported starting from v2.13.5
