What this PR does / why we need it:
cleaning up more renovate configs

• Group component aks/aks-node-ca-watcher under Node SIG ownership
• For CNI/CNS: set reviewers the corresponding reviewer teams and assigness to individuals. Github doesn't support setting assignees to a team.
• move coredns to an existing group
• fix syntax of csi related components
