What type of PR is this?
This PR removes certain unused packages that are installed from universe/multiverse repo.

  1. traceroute
  2. iftop

What this PR does / why we need it:

Once this PR is merged, all VHDs built hence will not have the following packages installed on the VHD:
1) traceroute
2) iftop
If a customer wants to use any of these, they should install it themselves, since these packages will no longer be pre-installed on the AKS Ubuntu base images.
