Do we still run 16.04 builds at all? We'd need to make the same change there.

If we still run 16.04 builds, apt-transport-https is needed there.

Does this run before or after updates and reboot? Installing the linux-headers and linux-modules-extra packages before we reboot to get a new kernel (if one is available, and especially on FIPS) is probably a waste, because they won't be relevant if a new kernel is installed.

this happens after the first reboot which picks up the new kernel and the updates
