Have sync-newspack-blocks.sh fail if phpcbf does #44294

Changes proposed in this Pull Request

  • Propagate a phpcbf failure within sync-newspack-blocks.sh so that yarn and CI systems report it more loudly

Testing instructions

Check that the command fails if phpcbf is unavailable.

@deBhal please inspect this job's build steps for breaking changes at this link. For temporal failures, you may try to "Rerun Workflow from Failed".

Please also ensure this branch is rebased off latest Calypso.

After some discussion in slack with @noahtallen, this is a bit too forceful, at least for now, as the entire install will fail if phpcbf is not where the script expects and many FSE devs won't care about this specific aspect of the plugin.

It might make more sense if the failure was part of the build step rather than the install step, but for now I'm closing this PR.
