E2E Tests: Fix the I18N E2E tests

Proposed Changes

• Show Core's Welcome Guide instead of Jetpack's.
• Add selectors and translations for Core's Welcome Guide.
• Add the editorPage.openSettings call back in.

Why are these changes being made?

The tests are failing.

• Jetpack's Welcome Guide was recently deprecated in favor of Core's (Post editor: Deprecate welcome guide in favor of the core one jetpack#41258).
• Without the editorPage.openSettings call, the tests appear to freeze. This effectively reverts PR
  Fix i18n editor test #96828.
