This adds support for custom wallpapers, hosted at https://github.com/Arcticons-Team/Wallpapers
Because they are cloud-based, that means, Arcticons need the internet permission as well as the set-wallpaper permission.
Currently, each flavor has its own config file, that means that we can customize what wallpaper we show where.
