Adding instructions that cover an upgrade from AlmaLinux OS 9 to AlmaLinux OS 10(10.0 beta) so that community has a guide to refer to when helping us test the upgrade, find any possible know issues/popular fixes etc. The main goals here are to buils/deliver leapp packages needed for the upgrade and check that the upgrade goes successfully.
And also a replaced ELevate scheme to bring back missing Scientific Linux.
