[Bug]: pr review action fails when called through openhands-agent

I am encountering something where calling the PR review github action works when performed through adding the fix-me label, but doesn't work when doing @openhands-agent. Here is an example: #5891

A bit strange, this was solved before...maybe it wasn't completely solved? 🤔

The error in the log is because of "unexpected: bash", which is probably due to the parsing of:

Here is another example, it seems the workflow action was skipped:
