Fixes #16941 Summary of the issue: Move minimum system requirements above recommended system requirements. Also fix the anchor for recommended system requirements to be distinct from the minimum system requirements anchor Description of user facing changes Minimum system requirements now appears above recommended requirements (and both can be linked to)
Updated the version of the ruff-pre-commit repository to enhance linting capabilities with potential bug fixes and performance improvements. Lower the frequency of auto-update to minimize maintainence time Updated Ruff elsewhere remove git submodules clone from pre-commit, as it cuts the time a lot, and we don't commit to these repositories through pre-commit.ci fixes. We also do not need them for the checks we perform
