TaskCP-129 Test new InterpreterPool

Notes:

  • There are no public pre-platform installer projects we can test.
  • State Tool does not support Tcl projects, so we cannot automate testing of those.

Target & Verify is failing because this ticket is not a DX ticket; we'll have to find a way to handle this kind of stuff going forward.

The Scan failure is known and will be addressed by #3615 .
