This enables testing with uninstalled executions, while still allowing testing the installed package.

Uninstalled source executions are the default in the documentation and need to be minimally tested.
While differences are small, the installation and execution path are slightly different.
This PR ensures uninstalled executions can be tested, while still allowing executions from an installed package. Actions have been updated to run the tests under these two environments.
