can't store decimals

I installed today from svn. Brand new installation, on IIS/Windows/MySQL. The default values in Settings can't be saved, nor any other complete longitude/lattitude I enter. When I enter 48.859294|2.343521 an error is posted that he values must be between 180 and -180, and the values shown in the fields are now 48859294|2343521 (note the lack of decimal places). I put the decimals back, try it again and get the same results. The only way I can save any settings at all (including the Google key) is to enter a whole number (i.e., 180 & -180).
