tracing should be optional

Since the implementation of TracingFloorPlanner, the tracing crate is required and there seems to be no way to disable
it in halo2_proofs. This is a relatively heavy dependency, and for production usage without the requirement of tracing
it should only ever be enabled with a dev feature.
