Ok, so, I think I finally figured this out. It appears that the most recent configuration of mkinitcpio in Arch added the "microcode" hook. That hook was present on my new install and not on my old one. Once I removed that hook and recompiled the initramfs, my new machine seems to be booting reliably now. Not sure why having the microcode in the initramfs was causing this, but it seemed to be the issue for me. With how recent the processor is in that new machine, I guess I'm not surprised that there might be some kinks to work out yet.
