Please make sure the version constraint for drupal/core was set in project's composer.json and it excludes versions lower than 8.5.0.
Run the following command in order to update version constraint:

composer require drupal/core:^8.6 --no-update

In case you prefer not to depend on the version constrain or want to tweak the settings feel free to use extra config
