pre-upgrade checker should not run if kubernetes is already latest #325

I bump into this issue when running kubechecks with k8s 1.31:

⚠️ Error while running pre-upgrade check ⚠️


could not download the swagger file https://raw.githubusercontent.com/kubernetes/kubernetes/v1.32.0/api/openapi-spec/swagger.json

This is because that file doesn't exist yet because k8s 1.32.0 has been released yet
