Add translations for the readme

It would make it easier for players to read the information on the github

My suggestion here is to add multiple ReadMes for each translated language so it's easier for players of the mod to get the information on the mod (primarily before installing it)

README translation has been ordered and is in progress.
However, it is very time-consuming because the English translator and I are Japanese with no professional translation knowledge.

As for the Wiki, the work is not progressing at all due to the very large amount of text

I don't have any ideas about the Wiki translation, so please just work on it and send me the parts you have done, I think you can get the data by typing the following command
