原因

从影视飓风已被下架的视频得知，B站二压视频码率到了惨不忍睹的局面，但avc的画质依旧优于av1和hecv.
但是默认情况下avc很难被播放，手机端默认播放编码格式大部分还是hevc

功能简述

允许用户自行选择编码格式，如：AVC，HEVC，AV1

功能逻辑

操作界面放置在画质更改旁边，和其逻辑一致即可
