Is there an existing issue for this?

I have searched the existing issues

Current Behavior:

The CelAction submitter plug-in currently does not pass along the AYON related environment variables for a render job - but it should.

Expected Behavior:

Implement similar functionality as in #32 but for the CelAction submitter.

Steps To Reproduce:

Submit to Deadline with CelAction integration
No env vars will be passed with the deadline job.

Are there any labels you wish to add?

I have added the relevant labels to the bug report.
