Spike: Unblock Active Job Scheduler issue in #1620

#1620 is blocked because we need a change to activejob-scheduler so that it's compatible with our other gems.

See the PR from Notch8: tubbo/activejob-scheduler#9

• Report on options for moving forward with Schedule periodic metadata updates from Metadata Cloud #1620 until the PR is merged: fork it ourselves until it is merged, point to the notch8 fork, other options?
• Sample config to add the gem with the PR into management.

Note: Looking for @orangewolf opinion on how to move forward.

I would suggest we fork the N8 fork in to yalelibrary. That way your dependencies are clearly tracked. I pinged the author again to see if they'd just merge it in to upstream for us, but forking here seems like the safest path
