(Extracted from #61.)

Currently VB.NET is not supported by .NET Core build system, so I had to include ordinary vbproj file into the solution for now, and connect it with other projects using a tape wire.

After VB.NET support for .NET Core is ready, somebody'll have to review the current solution.
