The documentation - such as it is - should really be reachable when running a game.

Perhaps by integrating Inline Webviewer and https://github.com/ardittristan/VTTInlineWebviewer and including a default link
To the DOCS.md or to the wiki perhaps?

Describe alternatives you've considered
Maybe simply include the current DOCS.md in a system journal entry?
Take a look at what other systems do.
