Turn on '@typescript-eslint/no-explicit-any' once the Foundry typings are in better shape

Is your feature request related to a problem? Please describe.
'npm run lint' wasn't clean, and this should be fixed in the Foundry typings. So, I turned it off.

npm run lint with all rules should give a clean result

Describe alternatives you've considered
Fixing the typings immediately. But, as that is being worked on in https://github.com/kmoschcau/foundry-vtt-types I'll wait till that is done.
