Skill could be derived from Talent( School) E.g PsionicsTelepathy
Difficulty is a target ( e.g trivial, easy, difficult)
Range categories are bands.
Costs are damage to a stat (Psi) which can bleed over.
Most stats are fixed unless they scale.
Examples of scale
** boost stats are cost of 1 psi for each point they raise. So +2 str for 2 psi damage
** Each range band over the default doubles the cost, so if the range is close moving to short is x2, to medium is x4, long for x8, very long x 16 etc
Damage rules are not consistent so support for custom fixed damage ranges may be needed (may be addressable with documentation)
