for the apictl related changes for the namespace change of operator.

This introduces 2 new flags -n and -o to define the namespaces in which operator artifacts and operator should be deployed, respectively.

Sample usage:
apictl install api-operator -f path/to/configs -n micro -o test
This will deploy the operator in test namespace and operator artifacts in micro namespace.
