[OSGI Mode] ConfigProvider should able to work when secure vault is not configured #47

@daneshk : Is this already fixed? In the kernel, if we remove the secure vault configurations from the deployment.yaml then it throws an error. If the user does not require secure vault then he / she need not have this configuration.

@Niranjan-K . sorry I mistakenly close this. this is not fixed. In order to fix this, we need to make secvault service reference optional. currently it is mandatory reference.
