Label Feature

Problem

Currently, WSO2 API Manager lacks a feature to categorize or group APIs, applications, and other resources using labels for the Governance Feature to apply Governance Policies.

Proposed Solution

Introduce a Label Feature to allow users to create, manage, and assign labels to APIs or other resources within the platform. These assigned labels will be used to map APIs or other resources with the Governance Policies. There can be more usages of this Label as well.
