Consumer Scheduled Service of Transaction Counter Hangs Indefinitely

Description

The transaction count does not update after some time because the consumer scheduled service hangs indefinitely.

Steps to Reproduce

1. Add following config to deployment.toml

[apim.transaction_counter]
enable = true

2. Login to the publisher portal
3. Create and publish an API
4. Invoke the API from the devportal
5. Login to the admin portal as the super admin
6. Check transaction count value from Settings -> Usage Report page
