Highlight repos on homepage dynamically

The repos on the homepage are currently hard-coded.
It would be better to give an overview of repos that actually have votes on.
Ordered them by most recent votes.

This would automatically curate the list and keep track of orgs/repos that use Tokenlog

Preferably using a pre-build hook that generates the data statically again.
So there won't be too much of a performance hit on the main page/load.
