Request unblock on Commons

The bot is currently blocked on Commons because of #63: https://commons.wikimedia.org/w/index.php?title=Special:Log/block&page=User%3ARecitation-bot .
In order to get it unblocked, we will have to demonstrate at least that #63 and #62 and #67 are fixed.

Key points of context that may be worth emphasizing in discussions:

• We've just had a rewrite of major portions of the bot and a switch of client libraries to fix deep-seated concurrency issues in the tool
• We're only uploading things manually so edit volume should remain low in any case
• We're willing to do whatever we need to do to test the bot while respecting the community
