I suggest we start testing this with PLOS.
Any article from PLOS journals has an XML version (accessible via the "Download PDF" button), e.g. http://journals.plos.org/plosbiology/article/asset?id=10.1371%2Fjournal.pbio.1002326.XML . This version is similar to the one in PubMed Central but usually different, and we shall give preference to the PMC one if both are available.

Examples from other publishers (some also indexed in PMC):

Most of these also have APIs but I have not looked at them yet.
