Description

This PR updates the various actions we use to the latest versions. It also pins the Ubuntu version to 22.04.

It also drops WP 5.9 from the test matrix and replaces it with 6.1.

It also removes the e2e test workflow, since it was only testing if the plugin is activated. Also removed is the related @wordpress/env and @wordpress/e2e-test-utils packages.

Testing

Workflows continue to run as expected. Note: the schema linter failure is being addressed separately by @matthewguywright
