User Story

As a user, I want to display banner about the feature for all users

Acceptance Criteria

The following banner is displayed to fresh install and update: (Notice text)
The banner will be displayed only for users that are updating from the lower versions than 3.19
- Update from 3.18.2 to 3.19
  - Banner displayed
- Update from 3.18.2 to 3.19.1
  - Banner displayed
- Update from 3.19 to 3.19.0.1
  - Banner not displayed
