Describe the bug

Unable to checkout with a 100% off coupon when using the cart and checkout blocks with a virtual product

To reproduce

Steps to reproduce the behavior:

0. Ensure you are using the cart/checkout blocks on the cart/checkout pages
1. Create a virtual product
2. Add to cart and apply 100% off coupon
3. Goto checkout page and checkout
4. You will get missing parameter(s): payment_method

Expected behaviour
