Annotating Foreground and Background for Images with Gaps

Hello,

I want to annotate the foreground and background for wheel images. Since we can see the background through the gaps of the wheel it makes the background a little integrated with the foreground. I am having trouble annotating the foreground and background for images with gaps. Has anyone worked with this kind of images and can guide me on the best way to annotate wheel images.
