File whole-tale/wt-design-docs#171

Problem:
A version without a recorded run and with a recorded run are seen as the same during publish.

Test:

  • Create a tale with run.sh
  • Publish the tale without recorded run
  • Execute a recorded run
  • Attempt to publish a tale version with recorded run
  • Expected: Tale is published with recorded run
  • Actual: ValueError: This version of the Tale has already been published.
