I'm going to pin version numbers of everything we are using (e.g. requirements.txt).
This to make the image more stable so that we can upgrade intentionally, not inadvertently, and so that we aren't accidentally developing against different package point releases on different local machines.
First up: is the WMS being written for Python 3.6 or 3.7? If it doesn't matter, should we just choose the recent stable 3.7?

Hmmm... I'm not sure why I didn't see this issue earlier. Anaconda currently distributes Python 3.6, so let's stick with that version until they increment.
