currently we use https://web-infra-dev.github.io/rspack-dev-guide/ for developer guide (like rustc), but it seems most of the open source projects use wiki for developer guide, I'm not sure which is better, but I see https://github.com/microsoft/TypeScript/wiki and https://github.com/microsoft/vscode/wiki use wiki
