[Feature]: support loaderInterceptorOptions to skip some loader analysis

What problem does this feature solve?

loaderInterceptorOptions

Type: { skipLoaders: string[]; }
Optional: true
Default: { skipLoaders: [] }
Configuration of the interceptor for webpack loaders, and it worked when the features.loader === true.
skipLoaders means the loader list which you want to skip it (will not report the target loader data when webpack compile).
