As a Weave GitOps engineer I want to make sure that Weave GitOps is able to be deployed and become healthy in an air-gapped environment.

Acceptance Criteria

GitHub Actions workflow that installs a particular version of WGO in an air-gapped Kubernetes cluster (e.g. kind with internal Docker network)
Runs on each PR or merge to main? TBD
