These are essential: see Heartbleed, Stagefright, and numerous other security vulnerabilities.

Sorry, I have no idea what array bounds need checking, there are so many uses of arrays in RPerl, both compiled and uncompiled, both system code and application code, etc.
You're going to have to be much, much more specific with this issue.
Do you have some particular RPerl file which you have found to contain some kind of insecure code?
